Why is my data team always busy but nothing improves?
When your data team is always busy but the roadmap isn't moving, most of their capacity is going to unplanned work that's invisible to leadership. CDSI (Capacity Drain & Shift Index) scores this drain on a 1–12 scale: healthy 4.2–7.2, fragile above 7.2, locked above 9.5.
CDSI, Capacity Drain & Shift Index, measures the proportion of a data team's planned capacity that was reallocated to unplanned work, and where that capacity went. It's the missing number in most leadership reports.
The five categories
CDSI sorts every working hour into one of five buckets:
- Planned, roadmap work, product development, the things on the sprint board.
- Incident, emergency response, pipeline failures, broken dashboards needing same-day fixes.
- Support, ad-hoc help to business stakeholders ("can you pull this for me?").
- Ad-hoc, undocumented one-off requests that bypass the roadmap.
- Blocked, time lost to waiting on another team or dependency.
The score zones
CDSI runs on a 0-10 scale where 10 means 100% of capacity went to unplanned work.
- Below 5, healthy. Most capacity is going to planned work.
- 5 to 7, pressured. Roadmap is slipping but the team is coping.
- 7 to 8, strained. Planned work is the exception, not the rule.
- Above 8, crisis. The team is in firefighting mode.
- Above 9.5, something will break within weeks. Burnout, attrition, or a major incident.
Most teams I assess sit between 6.5 and 8.5. Leadership usually estimates 4. The gap between perceived and actual CDSI is, by itself, the most valuable diagnostic in the first 30 days of an engagement.
Why it matters for CEO visibility
Without CDSI, leadership only sees the planned work, the sprint plan, the OKRs, the roadmap. The 40-60% of capacity going to support and incidents is invisible. So when roadmap commitments slip, the conclusion is "the team is slow," when the truth is "the team is running an unbudgeted support desk."
CDSI makes that hidden work visible in a single number a CEO can track quarter over quarter.
